Baba Mtakatifu Francisco amemteua Mhasham Askofu Mkuu, Protas Rugambwa, kuwa Kadinali.

Ni kwa mara nyingine taifa la Tanzania, linapata baraka za kupewa kadinali wa tatu mzawa, akiwa ametanguliwa na Marehemu Laurian Kadinali Rugambwa na Policarp Kadinali Pengo.

Askofu Mkuu Rugambwa alizaliwa Mei 13, 1960 huko Bunena - Bukoba, nchini Tanzania, akapata Daraja Takatifu la Upadri kutoka mikononi mwa Mtakatifu Yohane wa Pili alipotembelea Tanzania Septemba 2, 1990 na kuwa Padri wa Jimbo Katoliki Rulenge - Ngara.
Kuanzia mwaka 2002 hadi mwaka 2008 alifanya utume wake kwenye Baraza la Kipapa la Uinjilishaji wa watu mjini Vatican.
Baba Mtakatifu Benedikto XVI, Januari 18, 2008 alimteuwa kuwa Askofu wa Jimbo Katoliki Kigoma, na Juni 26, 2012 aliteuliwa kuwa Katibu Mwambata wa Baraza la Kipapa la Uinjilishaji wa Watu na Rais wa Mashirika ya Kipapa ya Kimisionari na wakati huo huo kumpandisha hadhi na kuwa ni Askofu Mkuu.
Aidha, Novemba 9, 2017 Baba Mtakatifu Francisko alimteuwa kuwa Katibu Mkuu wa Baraza la Kipapa la Uinjilishaji wa watu baada ya kulitumikia Baraza kwa vipindi viwili na muda wake ulipogota ukomo, kadiri ya Katiba mpya ya Kitume inayojulikana kama “Predicate evangelium” yaani “Hubirini Injili” Juu ya Sekretarieti Kuu “Curia Romana” na Huduma Yake kwa Kanisa na kwa Ulimwengu” Aprili 13, 2023,

Baba Mtakatifu alimteuwa Askofu Mkuu Protase Rugambwa kuwa Askofu Mkuu wenye haki ya kurithi Jimbo kuu la Tabora, Tanzania.
Leo Julai 9, 2023, kwa neema za Kanisa na watu wa Mungu nchini Tanzania, ameteuliwa kuwa Mwanafalme wa Kanisa "Prince" yaani Kadinali. au Mwenye adhama (mwadhama) katika familia ya Mungu nchini.

Taifa la Tanzania linapata kiongozi, Baba wa kiroho na mshauri wa Papa kwa wakati mwingine, Watu wa Mungu wanamuombea matashi mema Katika utume wake nchini na Duniani.

Kadinal wa Pili Mtanzania kwa Taifa la Tanzania, na Askofu Mkuu Mstaafu wa Jimbo Kuu la Dar es saalam, Mwadhama Policarp Kadinal Pengo. 


KARDINALI NI NANI?

Kardinali ni cheo kimojawapo cha juu katika Kanisa Katoliki, hasa Kanisa la Kilatini, lakini si daraja takatifu Ndio wanaomchagua Papa (Baba Mtakatifu)

Mkutano wa makardinali ndio humchagua Papa mpya ambaye ni mkuu wa Kanisa Katoliki Duniani ambalo ndilo dhehebu la Ukristo kubwa kuliko yote. Uchaguzi hutokea baada ya Papa aliyetangulia kufariki au kung'atuka. Kwa mara ya kwanza kwa historia ya Kanisa, Marehemu Papa Benedict ndiye aliomba kustaafu katika kiti na kumwachia Papa Francis.  Lakini kardinali aliyefikia umri wa miaka 80 hashiriki tena katika uchaguzi wa Papa.

Kati ya kifo cha Papa na uchaguzi wa mwandamizi wake ni mkutano wa makardinali unaoongoza Kanisa lote kwa muda.

Uteuzi wa kardinali mpya

Kwa kawaida kardinali huteuliwa kati ya maaskofu, lakini kuna pia makasisi wachache wanaoteuliwa na Papa kuwa kardinali bila kupewa uaskofu.

Mwenye kuteua makardinali ni Papa peke yake, naye ana haki ya kumteua kardinali hata bila kutangaza jina lake hadharani (yaani anakuwa kardinali kwa siri).  Kardinali ya aina hiyo huitwa kwa Kilatini "in pectore" (yaani "moyoni"). Hii inaweza kutokea hasa kama ni kardinali kutoka nchi pasipo uhuru wa dini au nchi ambayo haina uhusiano mzuri na Kanisa Katoliki

Wajibu wa makardinalI

Wajibu mkubwa ni kumchagua mwandamizi wa Papa, lakini pia ni kazi yao kumshauri katika kuongoza Kanisa lote.

Kwa kawaida viongozi wa idara kadhaa za Kanisa wanapewa kofia ya kardinali.

Pia kwa sababu hiyo kuna idadi ya makardinali wanaoishi Vatikani au katika mitaa mingine ya jiji la Roma maana yake hawana majimbo au hawapo majimboni kama alivyokuwa Mwadhama Pengo.

Hata hivyo kwa sasa wengine wengi wanaishi katika nchi mbalimbali, wakiongoza majimbo. Hiyo haina maana kwamba wao ni wakuu wa maaskofu wenzao wa nchi hiyo au kwamba wana mamlaka yoyote juu ya Kanisa la nchi hizo.

Idadi ya makardinali

Hakuna idadi maalumu ya makardinali na mnamo 7 Novemba 2021 walifikuwa 215.

Papa Paulo VI aliunda utaratibu kuwa wasiwepo zaidi ya makardinali 120 wenye haki ya kupiga kura. Wale waliofikia umri wa miaka 80 hawashiriki tena katika uchaguzi wa Papa mpya. Lakini kardinali hajiuzulu wala kustaafu: anaendelea na cheo na pia na haki ya kushiriki katika mkutano wa makardinali hadi kifo. Kardinali aliyestaafu kuwa Askofu Jimbo au kuachia kiti cha Uaskofu Jimbo, anaendelea na majukumu kama Askofu Mstaafu-Jimbo (Bishop Emeritus). Anaweza kuendelea kupangiwa majukumu kadiri ya uwezo wake na Askofu Jimbo mahalia.

Kwa sababu ya uhusiano wao na Kanisa la Roma, kimapokeo makardinali wengi ni Waitalia, hata Mapapa walikuwa Waitalia watupu kwa karne nne mfululizo hadi alipochaguliwa Papa Yohane Paulo IIMpolandi.

Lakini asilimia ya makardinali Waitalia imepungua: kabla ya Vita Kuu ya Pili ya Dunia zaidi ya nusu walikuwa Waitalia, siku hizi hawafikii asilimia 25.

Elimu ya usawa wa Kijinsia yawezesha mageuzi makubwa Kielimu Mbeya

* Shule ya wasichana ya Galijembe yaongoza kimkoa

*Halmashauri yaanza ujenzi wa shule nyingine ya wasichana, kufunguliwa 2024

*Mpango wa Chakula mashuleni wasisitizwa

Mafunzo ya Elimu ya Uandaaji wa Bajeti yenye mrengo wa kijinsia kwa watendaji wa Halmashauri, Madiwani na jamii yamefanikisha mageuzi makubwa ya kielimu katika halmashauri ya wilaya ya Mbeya.

Mafunzo, semina na warsha mbalimbali ambazo zimekuwa zikifanywa na Mtandao wa Jinsia Tanzania (TGNP) tangu mwaka 2013 kwa viongozi wa halmashauri na jamii kupitia vituo vya taarifa na maarifa imechangia Halmashauri kuona umuhimu wa watoto wa kike kupata elimu bora kwa kuweka mazingira salama na yenye kuvutia ili wasichana wapate elimu nzuri.

Akizungumza na Mwandishi wetu, Mwenyekiti wa halmashauri ya wilaya ya Mbeya Mwalingo Kisemba, amesema kwamba kutokana na elimu iliyotolewa na kujnegwa uwezo juu ya masuala ya Kijinsia, viongozi wa Halmashauri waliona umuhimu wa kuwa na shule maalum za wasichana na zenye mazingira salama ili kuongeza idadi ya wasichana wanaomaliza kidato cha nne na kufaulu vizuri na kuondoa changamoto za kijinsia zilizokuwa zikichangia utoro na mimba za utotoni kwa wasichana.

“Sisi baada ya kujengewa uwezo, tulitambua umuhimu wa mtoto wa kike kupata elimu, lakini tukakubaliana ndani ya halmashauri kwamba tuweke mikakati ya kupata shule nzuri. Lakini wananchi wa kata hizi nao walikuwa wameshapata uelewa wa elimu hii kupitia TGNP, waliweza kutusaidia kuhamasishana na kukubaliana kutoa nguvu kazi na michango yao na kuweza kuijenga shule ya Galijembe.” Alisema Mwenyekiti.

Anaongeza kwamba, TGNP ilifika Mbeya Zaidi ya miaka 10 iliyopita, wazo hili lilikuwa bado, lakini kutokana na uchechemuzi uliokuwa unafanyika baada ya uraghibishi na kuanzishwa kwa vituo vya taarifa na Maarifa, wa kudai uwepo wa shule karibu na makazi ya watu ili kupunguza umbali kwa wasichana wanaotembea kwenda shule na kukumbana na vishawishi njiani na kupata ujauzito, wananchi wa kata za Tembela na Ijombe walifuatilia kwa mamkala za serikali ngazi ya Halmashauri, na kuwezesha kuchokoza wazo hilo kuibuliwa na kuanyiwa kazi pamoja na kwamba lilichukua muda mrefu.

Baadhi ya majengo ya shule ya sekondari ya wasichana ya Galijembe, Mbeya DC hiyo yanavyoonekana kwa sasa.


Kwa upande wake, Makamu Mkuu wa Shule ya wasichana ya Galijembe, Mtango Nimziaeli, alisema kwamba shule hiyo ilianzishwa mwaka 2019, ikiwa na wanafunzi 50 na walimu watato (5) ambao sasa wapo walimu 25 wakiwemo wa kike saba (7) na wa kiume 18.

Alisema kwamba, shule hiyo licha ya kwamba imechukua wanafunzi wenye ufaulu wa kawaida tu kwa shule za msingi za Halmashauri hiyo, matokeo ya kidato cha nne kwa mwaka 2022 ufaulu ni wa juu na wa kuridhisha kwani shule imekuwa ya kwanza kimkoa, ikiwa na ufaulu wa madaraja kama ifuatavyo; daraja la kwanza 20, la pili 20 na la tatu 10, ambapo hakuna daraja la nne wala sifuri.


Mwenyekiti wa Halmashauri Mwalingo Kisemba, akiwa na Walimu pamoja na wageni kutoka TGNP waliotembelea shuleni hapo hivi karibuni 


Mwalimu Mtango alisema kwamba wanafunzi waliofaulu vizuri pia walifanya vizuri masomo ya sayansi na wengi wao wamepangwa kusomea michepuo ya sayansi kwa  kidato cha tano na wengine  wataenda vyuo vya kati kusomea kozi za sayansi.

Akizungumzia siri ya mafainikio ya shule hiyo, Mwalimu Mtango alisema: “…ni jitihada za waalimu tu, Mkuu wa shule anajitahidi sana kujenga timu imara na kupanga safu yake vizuri, kuna kutiana moyo, kila mwalimu anajitahidi vya kutosha.

“kuna wakati hata uongozi unashangaa jinsi ambavyo waalimu wanajitahidi, kila mmoja ana moyo na kazi, waalimu wapo tayari kuchelewa kutoka shuleni au kuwahi hapa shuleni ili kuwandaa wanafunzi kwa mitihani.  Ni timu ya walimu ambayo kwa kweli imejitoa, wanajituma  kiukweli, tuna bahati ya kuwa na timu hii ya waalimu, kila mmoja anaipenda kazi yake na anawajibika kwa kiwango cha juu, ndio maana tumepata haya matokeo mazuri” alisema Mwalimu Mtango.

Lakini pia, Mwalimu huyo aliongeza kwamba, uzalendo kwa Halmashauri pia umechangia kwani kila mwalimu anaiona shule kwamba ni taasisi ya halmashauri na ni lazima ailetee Halmashauri heshima.

Mwenyekiti wa Halmashauri alisema kwama, kipaumbele cha halmashauri ni Elimu, na wataka kuona kila mwananchi wa Halmashauri anaelewa dhana hiyo, na lengo ni kuhakikisha watoto wa kike wanafaulu vizuri na wanatimiza ndoto zao.

Anaongeza kwamba: “ hata ukiangalia miundombinu ya shule, tumezingatia mahitaji maalum ya wasichana, vyumba maalum vya kubadilishia wakati wa hedhi vipo, taulo za kike kila mara tunawapatia, na tumeweka kwenye bajeti ya Halmashauri, tunaendelea kuzingatia mahitaji ya kisera kwa uwiano wa matundu ya vyoo kwa shule zetu kuhakikisha matundu ya vyoo yanaongezeka.”

Pia aliongeza kwamba, kati ya shule 152 za msingi kwa halmashauri hiyo, Zaidi ya asilimia 85 ya shule  wanafunzi wanapata chakula ili kupunguza utoro.

“nimesema kila mara na madiwani wenzangu na wataalamu wetu kwamba, halmashauri hii sitaki kuona utapia mlo, nataka watoto wasome vizuri na wapate ufaulu, kwahiyo hapa Mbeya sisi hatuna shida ya chakula au nafaka, kila mzazi ni lazima atoe au kuchangia chakula shuleni ili watoto wakue vizuri na kufaulu masomo” alisema Kisemba.

Alisema kwamba, kutokana na uelewa sasa wa masuala ya usawa wa Kijinsia, na jinsi ambavyo TGNP imeendelea kuweka nguvu ya kujenga uwezo kwa jamii  kupitia vituo vya taarifa na maarifa, wananchi walichangia ujenzi wa shule hiyo, na sasa wanachangishana kujenga shule nyingine ya wasichana inayoitwa shule ya Sekondari ya wasichana ya Pareto, Ilembo, tarafa ya Isagati (Pareto Girls Secondary school) ambayo wamewaomba wadau wa pareto kuchangia pia.

MWALIMU ALIYEKUWA ANAISHI DARASANI AJENGEWA NYUMBA NA WANANCHI

Uwepo wa Vituo vya Taarifa na Maarifa Katika Wilaya ya Kishapu, Mkoani Shinyanga umetajwa kuwa kichocheo muhimu katika ujenzi wa Vuguvugu na mabadiliko chanya kwenye jamii ambapo katika Kijiji cha Miyuguyu, Kata ya Kiloleli,  wilayani Kishapu wamefanikiwa kuhamasisha wananchi kujenga nyumba mpya ya Mwalimu na matundu 12 ya vyoo katika Shule ya Msingi Miyuguyu.

Mwezeshaji kutoka TGNP akiwa kwenye mazungumzo na baadhi ya wanajamii wa Kijiji cha Miyuguyu wakati wa tathimini ya mafanikio ya Vituo vya Taarifa na Maarifa.


Hayo yamebainishwa katika Kikao cha Tathimini ya hali ya utendaji kazi wa Kituo cha Taarifa na Maarifa katika kata hiyo, ambapo Agness Kwilasa katibu wa kituo hicho, amesema mafanikio hayo yamesababishwa na hamasa iliyotokana na Bunge la jamii lililoendeshwa na Kituo hicho kwa kushirikiana na uongozi wa vijiji katika kata hiyo.

Vituo vya Taarifa na Maarifa huanzishwa na Mtandao wa Jinsia Tanzania (TGNP) kwenye ngazi ya Kata, baada ya kufanya uraghibishi ambao huwawezesha wananchi kutambua nafasi yao, kwa kuibua changamoto, kuzichambua na kuweka mikakati ya kuzitatua wakiwa wameshirikiana na viongozi wao ngazi ya kitongoji, kijiji, kata na Halmashauri. Aidha, Vituo hivi hushirikiana na viongozi wa serikali za Vijiji kuendesha Bunge la Jamii ambalo ni seheu ya kujenga mijadala namna ya kututua changamoto hizo.

Jengo la matundu 12 ya vyoo ambayo jamii ya kijiji cha Miyuguyu walishirikiana na viongozi na wadau wengine kuyajenga baada ya kujengewa uwezo na TGNP

Katibu huyo wa Kituo, amesema kabla ya kuanzishwa kwa kituo hicho mwitikio wa jamii kushiriki shughuli za maendeleo ulikuwa mdogo lakini baada ya Mtandao wa jinsia Tanzania (TGNP) kufanya uraghibishi na kuwawezesha kuanzisha Kituo, baadaye kuendesha midahalo  ya Bunge la jamii, wananchi walielekeza mijadala kwenye uhaba wa miundombinu kwenye sekta za elimu na afya, ambapo waliafikiana na kuweka mikakati ya kutatua changamoto hizo kwa haraka ili kuweka mazingira mazuri katika upatikanaji wa elimu.

 “ wakati wa uraghibishi tuliziibua changamoto zilizokuwa zinakikabili kata yetu ambapo wananchi waliazimia kujenga nyumba ya mwalimu ambaye alikuwa anaishi katika moja ya Ofisi katika Shule ya Msingi Miyuguyu kutokana na uhaba wa makazi ya walimu,”amesema Kwilasa.

Naye Hamis Mashauri Ofisa Mtendaji wa kijiji hicho amesema tatizo la uhaba wa nyumba za walimu katika shule ya Msingi Miyuguyu linasababisha walimu kushindwa kutekeleza majukumu yao ipasavyo ndio maana wanakijiji walihamasika na kuamua kujenga nyumba hiyo ili kuboresha mazingira bora ya kufanyia kazi.



“Shule hii inawanafunzi 524, madarasa sita, walimu wapo sita na nyumba za walimu zipo tatu mbili zizojengwa na serikali na moja iliyojengwa na wananchi baada ya Bunge la Jamii, mwalimu wa kike yupo mmoja tu na inauhaba wa walimu 11,”amesema Mashauri.

Mwezeshaji kutoka TGNP, Deogratius Temba,  akiwaeleza wanajamii wa Kijiji cha Miyuguyu, Kata ya Kiloleli, umuhimu wa kuendelea kushirikiana na viongozi na kuhamasishana kushiriki kwenye shughuli za maendeleo


Kwa upande wake Getrude Missana Mwalimu wa shule ya Msingi Miyuguyu amesema awali kabla ya kujengewa nyumba hiyo alikuwa anaishi katika moja ya ofisi katika Shuleni hapo hali iliyokuwa inamuwia vigumu kutekeleza majukumu yake hadi alipohamia katika nyumba iliyojengwa na wakazi wa kijiji hicho.

Wazee wa Kijiji hicho wakiwa kwenye vikundi vya majadiliano wakati wa tathimini. 

“Tunaiomba serikali ituboreshe mazingira ya kazi ikiwemo ujenzi wa Makazi ya walimu katika vituo vya kazi ili kutimiza majukumu yetu ipasavyo,hapa mimi ni mwalimu wa kike peke yangu niliyesalia wengi wakipangiwa wanaomba uhamisho kutokana na changamoto hizi,”amesema Missana.

Diwani wa kata hiyo, Edward Manyama, aliishukuru TGNP kwa kuwajengea uwezo wananchi wa kata hiyo na kujitambua hasa kuwa na moyo wa kujitoa katika shughuli za maendeleo.

Nyumba iliyojengwa na wananchi ili kumtoa mwalimu asiendelee kuishi kwenye darasa la shule hiyo , ambapo alikuwa akiishi na kukosa uhuru wa kutekeleza wajibu wake kikamilifu


Alisema kwamba, pamoja na Halmashauri kuanza  kutatua kero mbalimbali zinazowakabili wakazi wa kijiji cha Miyuguyu na vijiji vingine ikiwemo ya walimu ambapo kwa sasa shule hiyo inakabiliwa na uhaba wa walimu 11 na waliopo ni sita pekee, bado nguvu ya jamii katika kushiriki kwenye shughuli za maendeleo inahitajika sana.

Nyumba iliyojengwa na wananchi ili kumtoa mwalimu asiendelee kuishi kwenye darasa la shule hiyo , ambapo alikuwa akiishi na kukosa uhuru wa kutekeleza wajibu wake kikamilifu


“Ofisi ya Mkurugenzi wa Halmashauri ya Kishapu imeahidi kuleta walimu wapya katika Shule ya Msingi Miyuguyu,niwaombe wananchi waendelee kutoa ushirikiano kwao ili waweze kutimiza majumu ya kuwafundisha watoto wetu,”amesema Manyama.

Awali akizungumza wajumbe wa Kituo cha Taarifa na Maarifa  cha Kata ya Kiloleli kwenye Kijiji cha Miyuguyu Mwezeshaji kutoka TGNP, Deogratius Temba,  alipongeza jitihada zizofanikisha kujengwa kwa nyumba ya mwalimu ambaye awali alikuwa akiishi kwenye darasa mojawapo shuleni hapo.

“TGNP inawajengea uwezo wananchi kupitia vituo hivi ili waweze kuibua changamoto zinazowakabili na kuzipatia suluhisho wenyewe kwa kushirikiana na viongozi wao, ujenzi wa nyumba hii na matundu ya vyoo 12 ni kielelezo kwamba Wakazi wa kijiji cha Miyuguyu wamebadilika na wameamua kushiriki katika shughuli za maendeleo kwa pamoja,”amesema Temba na kuongeza:

“ sio hii tu, wakazi wa Kata hii kupitia Bunge la Jamii wamefanikiwa kujenga matundu 24 ya vyoo katika shule ya msingi Kiloleli, ambapo choo cha awali cha wnaafunzi kilikuwa kimejaa kabisa na kutitia, Bunge la Jamii lilipofanyika pale shuleni, kila mwanajamii alitakiwa kuangalia kile choo na kupendekeza jambo la

Mwisho.

Global Peace Foundation Tanzania and UNDP join forces to promote peace

 United Nations asserts that Peacebuilding involves a range of measures targeted to reduce the risk of falling into conflict by strengthening national capacities at all levels for conflict management and laying the foundations for sustainable peace and development. 

 In order to sustain peace and progress toward the achievement of Sustainable Development Goals, all countries need to address violence and conflicts effectively. 

However, in all communities-especially where administrative and social services are lacking, the resulting is a common driver of conflicts. Hence there is significant evidence to include administrative and social services among the set of choices available to directly support peacebuilding in any given context. Addressing the root causes of conflict on the need for peacebuilding is vital.

 It is from this end, Global Peace Foundation Tanzania (GPF), in partnership with UNDP, designed, and is implementing the project "Dumisha Amani kwa Maendeleo Endelevu"- Promoting Peace for Sustainable Development in Lindi, Mtwara, and Ruvuma regions. 

 With funding from UNDP, this project is expected to last 12 months, ending in December 2023. This project is a continuation of a successful partnership between UNDP, the Prime Ministers’ Office (labour, Youth, Employment, and persons with Disabilities), and Tanzania Police Force which has existed since the implementation of the #VijananaAmani255 (YouthandPeace) project 2021/2022.

When analyzing conflict in developing countries, scholars generally point to factors such as Gross Domestic Product (GDP) and wealth contribution, military issues, religious and ethnic divisions, and employment rates as indicators of whether or not a state is likely to remain politically stable and internally peaceful. 

Tanzania exhibits many factors that encourage conflicts; highly volatile neighbors like Mozambique, Kenya, and Malawi have suffered the impact of violent extremism.

 The spill-over indicators include the media reports of Tanzanians engaging in violence as foreign terrorist fighters within the border of Tanzania, Mozambique, Kenya, and Malawi, to mention some. Additionally, Tanzania is as well in a dangerous position demographically. 

According to the British Council Next generation summary report Tanzania (2016), ten million Tanzanians, almost one-fifth of the population, are aged between 15 and 24 with the median age being just 17 years. 

 According to the Legal Human Rights Situation Report (LHRC-2019), the rate of violence and violent acts in Tanzania is high, especially among the youth. With 66% under the age of 25 already, and the figure set to rise significantly, understanding young people and their situation is critical in Tanzania.

Young people in Tanzania play a crucial role in peace-building and national stability. However, due to communities’ pull and push factors and rational engagement, many young people feel economically marginalized, have little livelihood perspectives, and do not acknowledge the government's legitimacy. 

 Some of the pull and push factors, including weak child protection mechanisms, high youth unemployment, poverty, food insecurity, and naivety, make these groups vulnerable to improper doctrines from violent groups.

 Conflicts and Extremist violence are more prevalent in areas with weak or non-existent formal state structures. In an effort to address the increasing threats of violent extremism and build resilience among communities in Tanzania, the 'Dumisha Amani kwa Maendeleo Endelevu' project is the key. 

The project aims to support the Government of the United Republic of Tanzania in countering violent extremism and fostering peace within communities for sustainable development. 

The project targets a wide range of beneficiaries but is not limited to youth, women, girls, and community members residing in the districts of Mtwara (Tandahimba and Mtwara), Lindi (Kilwa and Nachingwea), and Ruvuma (Tunduru and Nyasa).

The project is linking specific bankable peace dividends towards the peace-building process. Engaging various stakeholders will build resilience and empower communities while reducing social tension through these peace dividends for example by the provision of social services, attending to youth information and technological needs with facilities, and strengthening economic pathways targeting women and youth through catalyzing innovation into Smart Aquaculture and above all, advocating for youth and women meaningful participation as peace champions. 

 Through these interventions, the project holds promise for a safer and more prosperous future for the country as it intentionally fosters nonviolent behaviors and supports peacebuilding efforts at its critical juncture in the peace process. 

 In a joint analysis meeting for a peace dividend in Kilwa, the Kilwa District commissioner Mr Christopher Mgubi emphasized information as capital in today’s world. Despite the fact that Kilwa is rich in natural resources including forests, minerals, and ocean, youth have a lot of opportunities, however according to him “… in today’s world, information is capital” he says.

 Hence the ICT facility for Kilwa will help the youth to connect the dots and succeed. In its course of implementation, the project involves the Tanzania Police Force, Local Government Authorities at Regional, District, and community levels, religious leaders, youth, women, girls, and community members in respective districts. 

 In this project, the Police Force will develop a mobile application that allows community members to report crimes or terrorism. This technological advancement aims to improve reporting efficiency and accuracy by replacing traditional landline-based reporting methods. 

 During the stakeholder’s project inception meeting on April 2023, UNDP representative Mr. Gamaliel Sunu outlined the importance of the Early Warnings Systems (EWRS) system in enabling timely detection, deterrence, and response to security threats.

 As far as the threat to peace and security is concerned, the project is intentionally linked between peacebuilding activities and peace dividends for a sustainable Tanzania. Experience and studies indicate that young people, especially females, are disproportionately affected. 

To address this, Dumisha Amani Prioritize the inclusion of women and girls by (60%) of all direct beneficiaries belonging to these demographic groups in each targeted district. These individuals will receive specialized training as community peace champions, empowering them to actively engage in community peace activities for a sustainable Tanzania. 

 In her closing remarks, Mrs. Martha Nghambi, the Country Director of Global Peace Foundation Tanzania underscored the significance of ongoing collaboration for the project's effective implementation;

 “A house is made of numerous bricks, and each brick holds equal value, for the absence of anyone would lead to the collapse of the entire structure. Hence, without the collective efforts of all individuals, our goal remains unattainable," she emphasized.

Wakizungumza katika mdahalo wa wanaume uliolenga kujenga mjadala juu ya nafasi ya wanaume katika kuzuia vitendo vya Ukatili wa Kijinsia na kuacha mila na destri kandamizi ulioendeshwa na Mtandao wa Jinsia Tanzania (TGNP), walisema kwamba, mila hiyo ya asili ni muhimu sana ikarudi kwani ilisaidia sana kujenga jamii kuanzia ngazi ya familia. 

 Amesema kwamba kuna umuhimu mkubwa kwa jamii kurudisha utamaduni wa asili wa kufanya vikao vya familia (vikome) kati ya Baba na watoto ili kujenga maadili mema, na kukemea tabia chafu ikiwa ni pamoja na kujenga uwajibikaji katika familia. “turudishe utamaduni wa asili, vikao vyetu vya Baba wa familia na watoto vilikuwa na maana sana wakati ule, tumekimbilia tamaduni za nje, umesahau mamabo yetu. Mdahalo huo uliowahusisha wanaume, pia wameshiriki wanaume ambao ni viongozi wa kijamii, kama wazee wa mila, wakango na Viongozi wa Dini, ili kuwapa nafasi wanaume kujadiliana wenyewe nafasi yao katika kutokomeza, kuzuia na kuwalinda watoto wa kike dhidi ya Ukatili ikiwa ni pamoja na kutokomeza mila na destru inazochangia vitendo hivyo. Katika mdahalo huo, pia wanaume hao walipendekeza kushirikiana na serikali kujenga mazingira salama kwa watoto wanaosoma shule za sekondari kwa kuhakikisha wanajenga mabweni ya wasichana ili kuwakinga na hatari ya kupata ujauzito kutokana na kutembea umbali mrefu kwenda shuleni. Akizungumza Mtendaji Kata wa shilela Mwanahidi Mzee, wakati wa mdahalo huo, alisema kwamba kupitia Ofisi ya Mbunge wa Jimbo la Msalala, Kata hiyo imepatiwa sh. Milioni 10 kwaajili ya kuanza ujenzi wa bweni la wasichana, ambapo ushiriki wa jamii yote kwa ujumla ni muhimu sana ili mradi huo uweze kukamilika kwa wakati na kuwa na tija.

Wadau wakutana na TAMISEMI kujadili mfumo wa utoaji mikopo ya asilimia 10 Na Deogratius Temba, Dodoma KIKOSI kazi cha Asasi za Kiraia (Azaki), wamekutana na Ofisi ya Rais – Tawala za Mikoa na Serikali za Mitaa (TAMISEMI) kuwasilisha maoni na mapendekezo yao kwenye mfumo wa utoaji wa mikopo ya asilimia 10 ya mapato ya Halmashauri kwa Wanawake, Vijana na watu wenye ulemavu.
Kikosi kazi hicho chini ya uenyekiti wa UNA-Tanzania, kimewakilishwa na Mtandao wa Jinsia Tanzania (TGNP), ANSAF, WAjibu- Institute of Public Accountability, Policy forum na IDPC, na kuwasilisha maoni ya Azaki juu ya muundo gani utakaowezesha makundi lengwa kunufaika na fedha hizo. Awali akiwasilisha, Mkuu wa Programu kutoka UNA-Tanzania, Lucas Kifyasi alisema kwamba kikosi kazi kimefika Tamisemi kwa lengo la kuwasilisha maoni na mapendekezo ya haraka mara baada ya kusitishwa kwa muda mfumo wa sasa unaotumika kutoa mikopo kwa makundi maalum ili kusubiria muundo na mfumo mpya. Pamoja na mengine, suala kutumia benki kupitisha mikopo hiyo, ambapo wadau walipendekeza kuwepo na Banki ya serikali za Mitaa ambayo itaweza kulenga kuwafikia walengwa kiurahisi, kuliko kuzitumia benki za kibiashara ambazo makundi maalum yamekuwa yakipata changamoto kufikia huduma za kibenki. Kaimu Mkurugenzi Utawala Bora na Maendeleo ya jamii kutoka TAMISEMI , Stephen Motambi, alishukuru Azaki, kwa kuona umuhimu wa kuwasiliana na wizara kabla mchakato haujafika mbali. MKUU wa Mkoa wa Singida, Peter Serukamba,ameiagiza Taasisi ya Kuzuia na Kupambana na Rushwa (TAKUKURU) mkoani kwa kushirikiana na vyama vya wafanyakazi kuhakikisha rushwa ya ngono na unyanyasaji wa kijinsia inatokomezwa katika mkoa huu.
Akizungumza leo Mei Mosi wakati wa sherehe za maadhimisho ya Siku ya wafanyakazi kimkoa zilizofanyika Manispaa ya Singida, amesema tatizo la rushwa ya ngono ni lazima likomeshwe kwenye Mkoa wa Singida. Serukamba amewagiza Wakurugenzi wa Halmashauri ambao bado hawajawalipa posho watendaji wa kata kuwalipa ndani ya miezi mitatu na kutoa taarifa kwake. "Nichukue nafasi hii kumpongeza Rais Dk.Samia Suluhu Hassan kwa kuona umuhimu wa kuwapandisha madaraja watumishi waliokuwa wanastahili hali ambayo imeleta motisha na tija katika utendaji kazi kwa watumishi ," amesema Serukamba.

We should unite to end GBV against women in football

By Victoria Mungure, OUT Violence Against Women (VAW) occurs in all societies, at any stage of a woman's lifecycle and at any social life that women live. The violence that women face affects their day-to-day life, particularly how they participate in the mainstream of community life. Women’s participation in sports particularly in football is very low globally; one of the reasons is Gender-Based Violence, stigma, and attitudes towards women who participate in football. The situation has denied women an opportunity to leap the benefits of football sports especially good health, physical fitness, and economic opportunities. Gender-based violence (GBV) in sports refers to any physical, psychological, sexual, or economic violence perpetrated against women just because they are women’s football stakeholders. This may occur in various dimensions varied from the family level, community level, clubs’ level, and other public spaces. They may take all forms including physical, psychological/emotional, and sexual acts of violence. According to the study conducted by Global Peace Foundation Tanzania, under the support of WFT in 2021, the study came up with several recommendations that were worked on for the WFT and the Global Peace Foundation to meet with various stakeholders, to consult on how to so that the problem of Sexual Violence ends within the sports sector. There were also good recommendations to persuade various organizations and sports stakeholders to cooperate to ensure that the problem of Sexual Violence and Sexual harassment of girls involved in football ends. In addition, stakeholders suggested that the government intervene and set guidelines and policies that will lead to the protection of girls in the sports sector.
The Government of Tanzania has taken initiative in addressing Violence Against Women and Children in Tanzania by developing the National Plan of Action to End Violence Against Women and Children (NPA-VAWC). 2016/17-2021-22. Despite the efforts, women and girls in football continue to suffer from GBV because the role of The Ministry responsible for Sports is very minimal in the implementation of NPA-VAWC. Also, the community still stigmatizes women who participate in football and other sports. In light of this view, this study was conducted by GPF to establish the state of GBV in women’s football. Specifically, the study addressed three key objectives, namely to: determine and establish the magnitude of GBV in Football sport in Tanzania; determine the existing policy gap on preventing and responding to GBV in sports, and generate stakeholders’ recommendations on policy improvements to be done in football to improve women participation.
speaking to the journalist, The GPF’s Country Director, Ms. Martha Nghambi, said that, after doing the GBV study for the year 2021, this year 2022 WFT has continued to support the organization by enabling it to continue implementing part of the recommendations of the Research report. Ms. Martha says that the GPF is already continuing to meet with various stakeholders to discuss how to improve the environment of girls who play football and ensure that they are not subjected to acts of sexual violence. he has already said, GPF has met with TFF, BMT, Tanzania women's football associations and now they are preparing to meet with sports journalists and media leaders to discuss “ ...GPF we are very grateful to WFT for providing us with the funds that in 2021, we did this research and gave us a light on where to start in lobbying and advocacy. With the speed we are going to meet with stakeholders, including women players and former players, we believe that the community will gain understanding. And we want to collaborate with the government and other football bodies to create awareness in the community, especially women who participate in football, to change the attitude towards acts of humiliation for women in the sports industry” said Martha Martha added that, GPF in collaboration with WFT expect in the ongoing project to l collaborate with sports clubs and government authorities to set guidelines, rules and policies that will prevent acts of sexual violence and protect women from humiliation in sports. Also she said, the project is intending to develop innovative mechanisms for reporting and addressing Violence Against Women Footballers. This is because the study also found that there are no policies within the clubs both registered and unregistered that address Violence. The TFF and ZFF in collaboration with the responsible ministries should instruct each club to develop internal policies that aim at addressing violence against women footballers. Ensure they enhance psychosocial and other services to women and girls who are subjected to violence

WE MUST TREAT GENDER-BASED VIOLENCE AS A ‘PANDEMIC'

By Marco Kijo, SJMC To be in relationship isn’t supposed to be battle field among those who engaged themselves by their willingness or external/internal forces were applied during the process. Gender-based violence incidents have been practiced for years in our societies and there are a different number of stakeholders like TAMWA or TAWLA and government are fighting against those actions and the rights of the person(s) affected. Gender Based Violence as any violence that targets individuals or groups on the basis of their gender which plays on norms and gender exclusions to break people down both physically and emotionally and encompasses all women, men, girls and boys. This is according to United Nation, 2004. An estimated 35% of women worldwide have experienced either physical or sexual violence. In Tanzania women seemed to be most violated because of different media reports but men are also affected once in a minimal number. The region from the lake zone of Tanzania like Mara and Mwanza are mostly affected by GBV but also in the Northern part of the country, some women are affected for various reasons. GBV actions are happening for various reasons, such as depending on the personal behavior, Culture norms, and economic status of an individual or entire society. As we reach a position to term Gender Based Violence as a ‘Pandemic' it’s because they increase in number in our society on both men and women, but most of these harmful actions are done to women and left some of them with disability and others they face death. Personal behavior: can inherited or learn it when growing up, you can find young one with rude attitude and then you look to his father or uncle, they are similar.
Others learn from their school friends or on streets were they spend most of time alone. They can learn bad habit like abusing drugs, for instance smoking of marijuana or sniffing other imported drugs (cocaine, heroin or mandrax) plus alcohol abuse. Those deeds can generate a generation with father and mother with attitude of not being afraid causing harm to others. Some of the GBV are after smoking weed (marijuana) or alcohol abuse at which drive a guy to beat or rape a woman. According to Tanzania constitution and it’s laws is illegal to cause harm and might be cause a death to another one unintentional can make an accused to be sentenced to prison for life. Hassan Mayunga, Senior State Attorney, President's Office Ethics Secretariat insist on the society to be aware on their habit of beating their partner. “…you may think that to beat your wife or fiancĂ© is just a normal act, but it’s consequence may results into life sentence to life prison when the death occur”. Under Penal code cap 16 section 198 says that, “any person who commits the felony of manslaughter is liable to imprisonment for life”. Cultural norms: Early or forcing marriage may results into death, this is when the girl give birth due to the fact she’s not ready to perform delivery process. Another cause of death is aftermath of reaction of a girl(woman) she’s not ready to start a family with a man forced to marry whom could be too older than her. Happy Nyasumo (18) of Serengeti district residence attempted first-degree murder to her husband Bebe Mbogo (26) after 14 days of their marriage. Happy was forced to marry Bebe after her family received several cattle as a bribe, she wasn’t ready to marry him and she decided to cut his husband’s throat three times with a machete after finishing making love during night time when she was forced by her husband to sleep with him, the district commissioner of Serengeti Mr. Nurdin Babu confirmed. “The incident was reported by her father (Happy) after an alert from Bebe's neighbor, that they heard a screaming from his in-laws house at midnight and when do follow up they found Bebe lying on the floor and bloodshed around him and Happy was calm”. Said Mr. Nurdin during press conference held at Serengeti district central police. By looking on this incident, the respective society becomes in dilemma to blame a just married girl for killing her husband or her family for putting her on that situation! Miss Halima, Happy's friend quoted, “my friend was under psychological pressure which affected her, she had a boyfriend with whom they are in good relation and they are promised to tie the knot in the coming year”. A study conducted in Serengeti District in Tanzania reported that the majority of women had positive attitude towards GBV against them, which is likely to slow down the process of eradicating GBV. In this study woman argued that beating may result into injuries and permanent disabilities, therefore nobody enjoy it. On the other hand, when asked to clarify the myth; some male admitted that normally women enjoy being beaten because it is associated with jealousy, assuming that men must beat their wives to prove that they love them. Therefore, men use the false myth in order to justify GBV. In Tanzania, GBV is going wide; we look at the Tanzania Demographic Health Survey (TDHS) conducted in 2021 found that 44% of every married woman has experienced physical and/or sexual violence from an intimate partner in their lifetime. Within the family even the spouse is forced to have sex, this also is rape in other way but many who experience it remains silent. Some are afraid to be divorced by their spouse or to reserve respect for their spouse or partner. Gender-based violence (GBV) undermines the health, dignity, security, and autonomy of its victims, yet it remains shrouded in a culture of silence. Victims of violence can suffer sexual and reproductive health consequences, including forced and unwanted pregnancies, unsafe abortions, fistula, sexually transmitted infections and HIV, and even death. UNFPA is one of the UN's lead agencies working to further gender equality and women’s empowerment and to address the physical and emotional consequences of GBV. UNFPA’s programs offer psychosocial assistance, medical treatment and rape kits to survivors, and promote the right of all women and girls to live free of violence and abuse which is one of the human rights. The culture of society to remain silence or they are not proactive when the gender based violence happens around them increase the number of them. In area like Zanzibar some police officers(Men) they think women rape is not they are issue or they don’t understand it. "Gender-based violence is persistent in Zanzibar but women are not confident in reporting these issues," says deputy sergeant Mauwa Saleh, a police officer for 25 years. She deploy that after asked by Rebecca Grant, who is a freelance journalist based in Brooklyn. She covers women's health, reproductive rights, and gender-based violence. Mauwa continues "In the past, there were very few cases because victims were afraid and there was no special handling or privacy." Many GBV were conducted with close people like neighbor, grandfather, brothers, uncle’s, cousins, father’s, stepfather. According to Tanzania annual Crime and Traffic Incidents Statistics report, published by the National Bureau of Statistics, gender-based violence against children "mostly occurs in the communities especially within a family". Poverty is the catalyst of member of the family to experience GBV among themselves, sharing same bedroom between the old and young ones. Moreover member or neighbor with good economic muscle can persuade the girl with his money or gifts and having sex with her and she'll remains silence in a afraid of that pipe to be cut off and she’s in need. International Food Policy Research Institute on their blog article “How is economic security linked to gender- based violence? New insights from the Sexual Violence Research Initiative Forum 2019”. Write on Tanzania, Using baseline data from the evaluation of a livelihoods plus live skills training for adolescents living in households participating in the national cash transfer program, 1 in 5 adolescents aged 15-19 started relationships for financial reasons, often with the promise of a "better life," but girls who got pregnant were often abandoned by partners. Gender Based Violence to women and children may results into unexpected pregnancy and health complication like HIV or other STI's. And this needs early examination about 72 hours after assault. Sexual harassments to the women and children mostly are conducting without using any protection which leads to the transmission of those dangerous diseases and unwanted pregnancy also they can be early pregnancy to the children. Some tribes when a girl conceive an early pregnant she is forced to have another problem of getting early marriage to the someone who do the violence so they can clear the shame in the society they present. Women exposed to the men violence may undergo such a behavior like use and alcohol abuse or suicidal tendency. As man remains a breadwinner and heads of the family automatically mute the voice of woman to be heard especially when they face physical gender based violence. In South Africa during this Covid-19 pandemic era it has been easier to get some one arrested for breaking down lockdown regulations than to get the authority to es to respond the calls from women beaten to destatusonomic sstatus: The relationship between economic insecurity and gender-based violence is complex. Empowering women can help eliminate hunger, food scarcity also leads to increased gender-based violence. In Malawi, where a 2013 survey revealed that 61% of women and girls said they had experienced sexual violence and 64% had experienced physical violence. To empower women it’s not an option if society wants to eradicate this violence among women, when they have economic power they can make decision and provide needs and wants on their family and that manhood attitude can be perished. Financial institute should assist women by giving them loan with affordable interest. Government also should pass laws and policy which are in favor to women. In a few, some part of Kenya and Tanzania at Kilimanjaro region men’s are beaten by their partners (wife) because they don’t have economic power, they don’t want to work instead they spend most of their time on drinking alcohol. We must use available resources to overcome and support all women and girl whom experiencing violence. Gender-based violence is a major human rights issue, predominantly affecting women and girls, regardless of class, ethnicity, age, sexual orientation, disability status or culture.
